The most significant and large-scale changes affected the rules of movement on scooters. Only citizens under the age of 14 can drive on public roads. It is allowed to operate this type of transport in areas with a speed limit of up to 60 km / h, if the indicator is higher, it is forbidden to ride a scooter.

Speed will be limited to 25 km/h. Walking and cycling paths are allowed. It is important that a clause on the priority of pedestrians has been added to the traffic rules. That is, a gap in the law has been eliminated, according to which a person moving on a scooter was considered a pedestrian.
But that's not all - there will be special road signs for scooter users. They can be installed both on the roadway and in any other place, it all depends on the decision of the local authorities.

Another change will affect safety islands - shaded areas that unscrupulous drivers now use as parking, as this was not prohibited by the rules. After the changes come into force, stopping in these places will be prohibited, for violation you will have to pay 500 rubles (in St. Petersburg and Moscow, a fine of 2500). Such cars can be evacuated, and this is already a serious measure that will definitely discourage the desire to break the rules from most drivers.
Additional sections will appear at traffic lights - with a cyclist or pedestrian outline and an arrow. They will be installed under the main segment and warn traffic participants that pedestrians with an advantage can cross the road around the bend.

Finally, new marking colors will appear in parking lots. So, free places will be marked or shaded with traditional white stripes. And paid sections will be highlighted with blue markings, which will make it easier for drivers to navigate when choosing a parking spot.
