General situation in a country with an outdated car fleet
According to statistics, the average age of "passenger cars" in Russia is 14 years, but in some regions the figure reaches 22. Moreover, in the country today there are almost 3 million vehicles that left the assembly line 35 or more years ago. And the total volume of worn-out vehicles, as deputy Lugovoy said, reaches 60 million pieces of equipment. The most alarming situation is in the truck segment - the share of cars produced before 1987 is 15%. Then there are buses - 7,5%.

Something like a ban on old equipment is already working in the capital and St. Petersburg, but so far on ecology. Trucks with a class below Euro 3 are closed to megacities.
Disposal
The type of restrictions on the operation of old cars has not yet been announced. Although it was proposed to prohibit the operation of cars at the age of 20-35 years. It is only clear that the authorities want to stimulate demand for new cars using the state recycling program. A decade ago, financial support for the handed over old vehicle was equal to 50 thousand rubles. If we take into account the first price for Lada Granta (from 229 thousand rubles), this was a good discount for the purchase.
Obviously, in the current situation, the amount of state support should be increased. However, an unexpected problem was revealed: financial resources for the delivery of old equipment do not reach the utilizers. A special fee is included in the price of any imported car purchased. Its amount for the year, which should be transferred to recycling companies, is about 35 billion rubles. The funds remain in the budget. The State Duma of the Russian Federation proposes to provide subsidies to utilizers, determine the requirements for sites and compile a register of companies involved in this business.
On the one hand, the deputy and the minister are right: old cars pollute the atmosphere, it is not safe to drive them due to the severe deterioration of the components. But even according to official statistics, only 1% of all accidents occur due to the unsatisfactory condition of the vehicle. Therefore, it is not surprising that it is not the State traffic inspectorate that is concerned about the problem of old cars, but the Ministry of Industry and Trade. Most likely, there is another attempt to support the domestic auto industry at the expense of ordinary motorists.
