It is high time to create a tracking system for such subjects. How can a person have more than fifty fines and still drive a car? Let them change the law - if there are more than 20-30 outstanding penalties, the rights are canceled automatically.

Why not just punish them? Traffic police officers see in the database when they issue a fine that a person does not pay. They would take away the rights and give them back as they bring the receipts. Or a car to a car impound until the debts are paid off.
