
Plan for the next five-year period – a list of routes to be built and repaired has been announced
The Avtodor Group of Companies shared plans for the construction of new federal highways, as well as a list of roads that will be repaired or modernized. We are talking about projects scheduled for completion by 2030.
The overall estimate, covering many regions of the country, has already received approval from the government. One trillion rubles will be allocated for the needs of federal highways for the next five years.
Thus, the volume of funding for this period will increase by 20 percent compared to the previous one. The main part of the funds in the amount of 890 billion rubles will be allocated from the federal budget. They will be transferred in the form of subsidies.

In total, 647 kilometers of toll roads will be built, reconstructed or repaired. The funds received will be evenly distributed among infrastructure projects according to their current priority.
The following areas require the most significant financial investment:
✅ additional lanes on the M4 highway in the direction of Rostov-on-Don
✅ modernization of the Sochi-Dzhubga highway in the Krasnodar region
✅ construction of the M12 highway to Yekaterinburg
The above-mentioned subsidies will be spent in 2025 and 2026. Subsequently, this amount may also be increased by decision of the authorities. It is noteworthy that the Avtodor group of companies will carry out the modernization of the Yekaterinburg-Tyumen highway at its own expense.
The list of significant projects also includes improving the characteristics of the M3 highway in the Moscow and Kaluga regions. For example, additional traffic lanes will appear on sections. This project will require 56 billion rubles.
The Moscow region section of the M1 highway is also planned to be reconstructed. The plan includes the construction of new interchanges. It is worth noting that the estimate for this project has been recalculated. Its implementation will require 10 billion rubles less than originally planned.

The Sochi-Dzhubga highway has appeared for the first time in the work program for the next five years. The largest events will be held in the Dagomys area. The construction of the bypass of this village is planned to be completed in 2025-2026.
Of course, new highways and infrastructure facilities will eventually "pay off" their investments. According to Avtodor analysts' forecasts, revenues from operating toll roads will reach one trillion rubles. Of these, the M4 and M11 bring in the most profit.
The increase in the volume of incoming funds is also partly due to a recent publication by the Avtodor press center. It reported that the management of the group of companies plans to increase fees from toll roads by 40%. However, details or specific dates for the introduction of changes have not yet been reported.
